What this says
As at Fri 9 Oct 2026Kielderside Growth Agency's procurement notice dated 6 Oct 2026 says BG-Demo submitted the most economically advantageous tender among four bids. It is not an award: an eight working day standstill applies and no contract exists.
What it is: a procurement notice from Sarah Dodds, Category Manager, to Tom Ashdown. It states "The agency therefore intends to award the contract to BG-Demo." BG-Demo ranked first on quality, second on price and highest overall.
Commits: nothing yet. The notice says "This notice creates no commitment on either side before then." During standstill the agency will not sign with any bidder.
Unusual: the tender asked bidders to price the Enterprise tier. Signalvane and Mosswell Analytics were among the four bidders. The notice asks that its contents stay confidential until award is confirmed.
Not settled: the notice gives no price, term, service level or start date. It does not name the closing Friday of the standstill, and the evidence does not show whether any challenge was made. It states "Contracted annual recurring revenue is therefore £0."

Kielderside Growth Agency is owned by six North East councils. It account-manages a large number of growing businesses and runs grant programmes. The agency tendered for a solution that lets account managers, the enquiries line and the grants team see each business in one view. Bidders were asked to price the Enterprise tier of their offer for this purpose.
Bids received
Four bids were received before the closing deadline and all four were admitted to evaluation. Among the bidders were Signalvane and Mosswell Analytics. The other two bidders, together with BG-Demo, were evaluated on the same basis. Every bid was assessed against the published criteria by the evaluation panel, using the same scoring guidance and the same timetable for each bidder.
Summary of the assessment for BG-Demo
In line with the tender documents, each bid was assessed on quality and on price, and the two results were combined into an overall score. The position of BG-Demo is set out below.
| Criterion | Position of BG-Demo among the four bidders |
|---|---|
| Quality | First |
| Price | Second |
| Overall score | Highest |
On the basis of the combined result, the evaluation panel has determined that BG-Demo submitted the most economically advantageous tender. The agency therefore intends to award the contract to BG-Demo.
In accordance with the agency's procedure, this notice does not comment on the content or scoring of any other bid. Each unsuccessful bidder receives a notice stating its own position only.
