What it says
What this says
As at Fri 9 Oct 2026A final procurement notice from Kielderside Growth Agency to all bidders, logging thirty-eight clarification questions, five of them from BG-Demo about its proposed Enterprise tier. It sets no price or service terms and gives no answers.
What it is: a tender notice issued by Sarah Dodds, Category Manager, Procurement, on 2 Jun 2026. It records that thirty-eight questions were logged and that five came from BG-Demo, contact Tom Ashdown.
Commits: the agency, not BG-Demo. Answers are "published once, to all bidders at the same time, through the portal", and no bidder gets extra time. Late submissions "cannot be accepted".
Unusual: questions by email or telephone "cannot be taken into the record and will not be answered". Grouped questions get a single answer, so BG-Demo's may be answered under another reference.
Not settled: the answers themselves, the submission deadline and any price. The log does not say whether BG-Demo has bid, been shortlisted or won. The topics are implementation pricing, EU data location, single sign-on, grants export and named users for six council liaison officers.

Clarification log
Issued by: Sarah Dodds, Category Manager, Procurement, Kielderside Growth Agency Issue date: 2 Jun 2026 Status: Final, version one Circulation: All bidders
1. Purpose of this notice
This notice records the clarification questions received from bidders during the tender for a single view of each business across account management, the enquiries line and the grants team. It forms part of the tender record. All bidders will see the answers, and every question has been logged exactly as submitted, without attribution in the shared register, so that every bidder is treated the same.
Please submit any further question through the portal. Questions sent by email or raised by telephone cannot be taken into the record and will not be answered.
2. Summary of questions received

The five questions below were submitted by BG-Demo (contact: Tom Ashdown, Account Executive) in relation to its proposed Enterprise tier. They are reproduced here in summary so that the log is complete for the BG-Demo file.
| Ref | Subject | Question in summary |
|---|---|---|
| BG-A | Implementation pricing | Whether implementation should be priced separately from the subscription in the pricing schedule, or combined into a single figure. |
| BG-B | Data location | Whether the agency will accept data held on the EU cluster rather than in the UK, and whether UK residency is a mandatory requirement. |
| BG-C | Single sign-on | How single sign-on should work with the agency's Microsoft tenancy, and which identity arrangements the agency expects to be supported. |
| BG-D | Grants system export | What export the agency's grants system can provide, and in what form, so that grants records can be brought into the single view. |
| BG-E | Named users | Whether named users are required for the six council liaison officers, and how they should be counted against the user allowance. |
4. How answers are issued
- Each answer is published once, to all bidders at the same time, through the portal.
- Where an answer changes the tender requirements, the change is stated in the answer and applies to every bidder.
- Where a question is answered by reference to the tender documents, the relevant section is named in the answer.
- No answer is given to one bidder alone, and no bidder is given additional time because of a clarification.
5. Handling of the BG-Demo questions
The five BG-Demo questions have been grouped with similar questions from other bidders where the subject matter overlaps, for example on data location and on identity and sign-in. Grouped questions receive a single answer, so a bidder may find its question answered under another reference. The register held by procurement records which questions were grouped.
Questions BG-A and BG-E concern how pricing and user numbers are presented. The agency's position is that bidders should follow the pricing schedule in the tender documents, and that any assumption a bidder needs to make should be stated plainly in its response.
Questions BG-B, BG-C and BG-D concern technical arrangements. Answers will be published through the portal and are not repeated in this notice.
6. Timetable reminder
The evaluation timetable is unchanged by this notice. The deadline for submissions remains as stated in the tender documents, and it applies to every bidder equally. Late submissions cannot be accepted.
7. Contact
All tender correspondence should go through the portal. The procurement team will not discuss the tender by any other route while it is live.
Kind regards,
Sarah Dodds Category Manager, Procurement Kielderside Growth Agency
